Financial Impact:

This budget transfer is necessary to pay final invoices to close out the Navigation Center Project. This transfer is fully covered by CDBG grant.

Background Information:

This transfer will allow the County to make the final reimbursement payments to Poor and The Homeless Tehama County Coalition (PATH) for project expenses on the homeless navigation center under the existing agreement. These costs are fully reimbursed to the County by the Community Development Block Grant (CDBG), as approved previously by the Board of Supervisors.

The County in 2020, having received Community Development Block Grant (CDBG) funding from the US Department of Housing and Urban Development (HUD) through the California Department of Housing and Development (HCD), sought to support community development activities benefiting low- and moderate-income persons. The County partnered with a local non-profit developer to construct a Community Resource Center specifically designed to serve the homeless individuals and families. This transfer will pay for the remaining invoices to close out the Navigation project.
