a) Request approval and authorization for the Information Systems Manager to accept a Municipal Information Systems Association of California (MISAC) scholarship, valued at up to $5,000, and further authorize the Information Systems Manager to participate in the 2026-27 Certified Government Chief Information Officer (CGCIO) Program administered by the Public Technology Institute (PTI)

Financial Impact:
The scholarship provides up to $5,000 toward eligible program expenses. MISAC will pay CGCIO tuition directly to PTI and will cover required course reading materials. Current tuition for MISAC members is $4,230. The is no additional General Fund appropriation requested as part of this action.
Background Information:
MISAC has awarded Tehama County Information Systems Manager David Bliss a scholarship to participate in the 2026-27 Certified Government Chief Information Officer (CGCIO) Program. The 12-month program begins September 2026 and is designed specifically for current and emerging government technology leaders.
The nationally recognized CGCIO Program provides leadership and professional development focused on the challenges facing local government technology organizations.
Classes are conducted virtually and include two full-day classes, ten monthly two-hour cohort discussions, monthly assignments, and self-paced coursework. Participation will support the County's efforts to develop a more coordinated approach to IT governance, cybersecurity, budgeting, organizational planning, staffing, and technology service delivery.
There is no County cost for tuition or required course materials. If the Information Systems Manager elects to attend the midpoint class in person, eligible hotel and travel expenses are reimbursable by MISAC, subject to the scholarship's reimbursement requirements.
