Financial Impact:

There is no financial impact to the FY 25/26 general fund. Grant funding from the State of California BSCC-Edward Byrne Memorial Grant will be utilized.

Background Information:

The State of California Board of State and Community Corrections Edward Byrne Memorial Grant program is competitive and focuses on the various multi-components which still includes a Task Force (law enforcement, prosecution and probation). The Tehama Major Crimes Unit (TMCU) project is linked to the JAG Program Purpose Area Law Enforcement Programs by its design to centralize the investigative tasks of Tehama County law enforcement agencies that are responsible for conducting criminal investigations of major crimes. The corresponding Areas of Need of Violent Crime, Gang Violence, Gun Violence, and Drug Enforcement are all addressed within the scope of the TMCU task force because of the direct relationship each area has with the prevention and reduction of major crimes in Tehama County.

Corning Police Department (CPD) is a vital part of the TMCU Task force. CellHawk is a trusted investigation solution that enables law enforcement to map, connect, and analyze trends within call detail records and digital location evidence. The CellHawk Subscription cost incurred by CPD was included as part of the original grant agreement and is a fully reimbursable expense to Tehama County Sheriff’s Office.
