Financial Impact:

The proposed program is intended to be fiscally neutral. Permit processing fees and cost recovery provisions are designed to recover the County's reasonable costs associated with administering the program. The program is not intended to generate unrestricted General Fund revenue, but rather to achieve cost recovery by ensuring that private commercial productions bear the costs of the governmental services they require.

 

Background Information:

Tehama County's agricultural, rural, recreational, and historic landscapes make it an attractive location for film, television, commercial, photography, and digital media productions. While the County occasionally receives requests to conduct filming on County property or within public rights-of-way, it currently lacks a comprehensive standardized permitting process to address such activities.

 

The proposed Film, Television, Digital Media, and Commercial Production Permit Program would create a uniform framework for reviewing commercial production activities, recovering County costs, coordinating departmental review, and protecting public safety, infrastructure, agricultural operations, environmental resources, and County property.

 

Most importantly staff render services for such enterprises and costs are not recovered which become costs to the General Fund, and these productions are hereby subsidized by the General Fund.

 

The study session will provide an overview of the proposed program and allow the Board to discuss policy considerations and provide direction to staff regarding development of a formal ordinance and implementation framework.
