a)                     AGREEMENT - Request approval and authorization for the Chairman to sign the agreement with Evident Change, to provide license rights to use risk and needs assessment instruments for Adults (CAIS - Correctional Assessment and Intervention System) and Juveniles (JAIS - Juvenile Assessment and Intervention System) for rates as set forth in Exhibit “B” with maximum compensation not to exceed $105,992, effective 6/1/24 and shall terminate 5/31/29 (subject to receipt of required insurance documentation)

Financial Impact:

Community Correctional Partnership funding helps pay for a portion of this agreement. The remaining amount of $12,490 has been budgeted for FY 2024-25 in Budget Unit 2037, account 53230. There is no impact to the General Fund.

 

Background Information:

The Correctional Assessment and Intervention System (CAIS) and the Juvenile Assessment and Intervention System (JAIS) are evidence-based tools designed for the supervision of adult and youth offenders. These systems help probation officers identify the motivations behind criminal behavior and provide strategies to improve outcomes for individuals under supervision. Since their implementation in 2015, CAIS and JAIS have supported the department’s efforts to reduce recidivism, optimize supervision practices, and manage caseloads efficiently. Initially, these tools were utilized through an agreement with Automon LLC. The current agreement with Evident Change, the licenser of these tools, allows the department to continue their use in daily operations, with the addition of yearly trainings to ensure fidelity of the tools.

 

Although the previous agreement for CAIS and JAIS ended on May 31, 2024, Probation has continued to access and utilize the licensed tools. Therefore, we respectfully request approval of the current agreement, which will cover the services provided retroactively from June 1, 2024.
