Background Information:
On July 22, 2025, the Board of Supervisors received a request regarding rent stabilization measures applicable to mobile home parks within the unincorporated area of the County. Based on the information gathered and ongoing community interest regarding mobile home housing affordability and tenant protections, the Mobile Home Park Rent Stabilization Ad hoc with assistance from County Counsel drafted the Just Cause Eviction and Rent Stabilization Protections Ordinance for Board consideration.
The potential fiscal impacts may include administrative costs associated with ordinance implementation, complaint review, hearings, enforcement, and ongoing program administration. Depending on the administrative framework adopted by the Board, additional staffing resources may be necessary to support implementation and ongoing operations.
Due to the unknown fiscal impact of the adoption and implementation of this Ordinance, the Board may wish to consider an implementation model similar to that utilized by the Board of Equalization (BOE) or another agency-administered approach, which could reduce the need for dedicated County staffing and associated long-term personnel costs.
Should the County establish a stand-alone administrative program, additional personnel may be required during the initial implementation phase. However, workload demands may decrease following program rollout, potentially resulting in staffing needs that are not sustained over the long term.
