Financial Impact:

No general funds are involved in this agreement. Funding will be paid from previously awarded PLHA funds.

 

Background Information:

On November 8, 2022, the Tehama County Board of Supervisors held a public hearing regarding the PLHA five-year Plan/Application and adopted three Resolutions which authorized the application for, and receipt of, the PLHA Program funds. Applications were submitted by and for Tehama County, as well as the City of Red Bluff and The City of Tehama, per the legally binding agreements. PLHA funding has been awarded to Tehama County on behalf of each jurisdiction from the 2019, 2020, and 2021 Allocations, and standard agreements have been executed.

 

One of the deliverables selected for this funding was Activity 6 - Navigation Center Operations and Supportive/Case Management services. Housing Community Development (HCD) required an RFP process to award funds received by Tehama County. With the assistance of our housing consultant, Housing Tools, the RFP process was completed, and a ranking committee selected the only eligible applicant, P.A.T.H. to provide navigation and case management services. As promised, we are now returning to the Board with the results of the formal RFP and the agreement with the awardee.
