Background Information:
On March 5, 2024, voters in the State of California passed Proposition 1, the Behavioral Health Services Act (BHSA) which replaces the Mental Health Services Act (MHSA) of 2004 and goes into effect on July 1, 2026. The BHSA is a modernized framework for funding and delivering mental health and addiction services. The BHSA is funded just as MHSA was funded, by imposing an additional one percent income tax on individuals with taxable income in excess of one million dollars.
BHSA guidelines require that the Integrated Plan has a 30-day public review period followed by a Public Hearing. The Tehama County 2026-2029 Behavioral Health Services Act Integrated Plan was posted for a 30-day public review and comment period from May 19, 2026, through June 17, 2026. The Tehama County Behavioral Health Advisory Board (BHAB) held a Public Hearing for review of the Integrated Plan on June 17, 2026 and is recommending that the Board of Supervisors approve the plan as presented today.
If the Board does not approve the BHSA Integrated Plan, TCHSA would be in violation of regulatory requirements and would lose BHSA funding.
