a) AGREEMENT - Request approval and authorization for the Personnel Director to sign the Student Workforce Experience Program (SWEX) through the Department of Rehabilitation, which allows Tehama County to provide a worksite location and on-the-job training to program participants, effective upon date of signing with automatic annual renewal, and shall terminate 9/30/28
b) RESOLUTION - Request adoption of revised Resolution 2026-010 outlining the Terms and Conditions of participation in the Student Work Experience Program (SWEX) and authorizing all County departments to participate in the Program

Financial Impact:
There is no financial impact for participation. Participants are paid entirely by the Foundation for California Community Colleges (FoundationCCC).
Background Information:
The requested action is to approve amended resolution 2026-010 and authorize the Tehama County Personnel Director to sign the agreement with the Student Work Experience Program (SWEX) for County Departments interested in participating in the program. This program is offered through the Department of Rehabilitation (DoR) and administered by the Foundation for California Community Colleges (FoundationCCC). It is designed to provide participants with paid, supervised work-based learning and on-the-job training opportunities with public agencies and community-serving organizations.
Those hired through the program would be considered part-time, temporary employees of the Foundation, working fewer than 1,000 hours per fiscal year and not eligible for County benefits. The Foundation would serve as the employer of record and would pay participants minimum wage for all reported hours. For practical purposes, they would function similarly to volunteers.
