Financial Impact:

There is no direct fiscal impact to SSTAC. Project costs will be funded through the applicable transit capital project budget and awarded in accordance with County purchasing procedures and applicable transit procurement requirements.

Background Information:

The Tehama County Transit Agency Board is preparing to install seven passenger bus shelters at selected locations along existing TRAX routes in Red Bluff and Cottonwood. The project is intended to improve rider comfort, accessibility, visibility, and safety at designated transit stops.

Tehama County Code Section 11.26.010, Bus Loading Zones, delegates responsibility to the Tehama County Transit Agency to designate bus loading zones in accordance with its bus stop standards, policies, and procedures. The section also authorizes the Director of Public Works to paint red curbs and install bus stop signs, benches, and shelters in accordance with the standards, policies, and procedures of the Tehama County Transit Agency, at the expense of the Transit Agency.

The proposed project will be advertised for bid using the County's standard bid package and will follow the County's adopted purchasing procedures. For capital expenditures estimated to exceed $50,000, Tehama County Code Section 4.24.080 requires a written request for approval of the purchase, complete specifications, plans, and details, and either direction to proceed with bidding procedures or a finding that bidding would not be in the best interest of the people.
