Requested Action(s)

recommendation

a) AGREEMENT - Request approval and authorization for the Executive Director to sign Amendment No. 2 to Misc. Agreement 2023-355 with Partnership HealthPlan of California (PHP) for the Professional Services Agreement, thereby allowing Tehama County to participate in the Primary Care Provider (PCP) Quality Incentive Program (QIP), effective 1/1/26 through 12/31/26

body

Financial Impact:

There is no impact to the General Fund. This would be a receivable to the Department.

Background Information:

Partnership HealthPlan of California (PHP) is a non-profit community-based health care organization that contracts with the State of California through Department of Healthcare Services (DHCS) to administer Medi-Cal benefits through local care providers, and to ensure Medi-Cal recipients have access to comprehensive, quality care. PHP covers assigned enrollees in twenty-four counties, which includes many rural communities. PHP created the PCP QIP to encourage and improve the quality of care provided to its members by local care providers.

If Tehama County Health Services Agency (TCHSA) is in good standing at the end of the performance period of 1/1/26 - 12/31/26, the department will be eligible to receive a quality incentive payment from PHP.
