a) Request approval and authorization for the County Librarian to accept grant funding and sign the agreement with the California State Library for purpose of purchasing patron-requested books that are not currently available in collection in an amount not to exceed $11,527, effective 7/1/24 through 6/30/25

b) TRANSFER OF FUNDS: LIBRARY, B-3 - From State Other (6021-450620) to Contingency (1109-59000), $1,527; and from Contingency (1109-59000) to Printed Library Material (6021-5322023), $1,527 (Requires 4/5's vote)

Financial Impact:
The Library's FY2024-25 Budget included $10,000 in both revenue and expense in anticipation of receiving the Zip Books grant. Library revenue and expense budgets will each be increased by $1,527 to reflect the actual grant award amount. There is not a local funding match, and staff time is already allotted to perform these activities as this has been an ongoing project.

Background Information:
From the California State Library website: "The Zip Books program provides library users with speedy access to books that are not available at their local libraries. A patron simply requests the item, the library purchases it from Amazon, and the book is shipped directly to the patron's home. When finished, the patron returns it to the library, and the library adds it to the collection. Because Zip Books is a user-driven program, the library collection becomes more closely matched to the needs of the local community."
