Financial Impact:
The budget unit is 40131. The Department will be obligating the HHAP-1 and HHAP-2 funding awards to The Vitality Project, the Lead Department for CA-527 Tehama County Continuum of Care, in the amount of $36,639. There is no impact on the General Fund.

Background Information:
On 5/23/23, the Board of Supervisors approved Misc. Agreement #2023-147 with Empower Tehama for the purpose of being the Administrative Oversight for the Homeless Housing, Assistance and Prevention (HHAP) program Rounds 1 (HHAP-1) and 2 (HHAP-2). On 7/1/23, the Administrative Oversight changed to The Vitality Project as the Lead Department (fiscal agent) for the CA-527 Tehama County Continuum of Care (CoC). This agreement will be superseding Misc. Agreement #2023-147 to reflect this change of Administrative Oversight from Empower Tehama to The Vitality Project.

Funding through the HHAP-1 AND HHAP-2 was made available through the California Interagency Council on Homelessness (Cal ICH) to support building regional coordination and a unified response to reduce homelessness across California. HHAP funds can be used to support a variety of services vital to addressing homelessness, including rental assistance, development and improvements to navigation centers and emergency shelters, street outreach, system support and regional coordination, as well as prevention and diversion, among others.

Per program guidelines, HHAP grantees are required to set aside no less than 8% of their HHAP-1 and HHAP-2 awards to support services for homeless youth. For the purpose of this program, a "homeless youth" is defined as "...an unaccompanied youth between 12 and ...
