a) AGREEMENT - Request approval and authorization for the Executive Director to sign the Affiliation and License Agreement with Prevent Child Abuse (PCA) America, an Illinois not-for-profit corporation and the developer of the Healthy Families America (HFA) Model, for the purpose of obtaining from PCA America affiliation and license to implement the HFA Model and use Proprietary Property in Tehama County, effective 5/7/24 and shall extend until terminated by either party, with an annual Affiliation Fee not to exceed $4,000 per year

Financial Impact:
There is an Annual Affiliation Fee due that will not exceed $4,000.00. The fees will be paid in two (2) installments in January and July each year. The annual fees will be paid by Maternal, Infant, Early Childhood Home Visiting (MIECHV), California Home Visiting Program Evidence Based Home Visiting (CHVP EBHV), and CalWORKs Home Visiting Program (HVP) funds.
Background Information:
Healthy Families Tehama (HFT) is an accredited home visiting program for prenatal and parenting families. Families are eligible for enrollment during the mother's pregnancy and up until the child turns 3 months of age. Once enrolled in HFT, families are offered services until the child is 3-5 years of age. HFT is a two-step site, which means a full assessment is conducted to identify family risk factors, allowing assigned staff to work on and mitigate concerns throughout the family's time in HFT.
HFT was first implemented in Tehama County in 2015 and was accredited by Healthy Families America (HFA) in 2018. Every four years, HFT is required to complete a site review of all case files, data reports, policies, and procedures with HFA for re-accreditation. HFT completed Tehama County's second accreditation process in March 2023.
