Financial Impact:
The funding source for the Agreement has been budgeted for FY 25/26 in budget 712-53280. There is no impact on the General Fund.
Background Information:
The Tehama County Sheriff's Office is requesting approval of an agreement renewal for of a LETS Throwphone Bundle and associated surveillance communication technology subscription to enhance officer safety, tactical communications, and investigative capabilities during law enforcement operations. The LETS system is a law enforcement-specific covert audio and video surveillance platform that converts a standard smartphone into a secure undercover communication and evidence collection device.
The system will support narcotics investigations, undercover operations, critical incident response, SWAT deployments, hostage negotiations, and barricaded suspect incidents by providing real-time audio and video streaming capabilities with minimal latency. Technology allows multiple authorized personnel to simultaneously monitor operations, improving situational awareness, operational coordination, and officer safety in high-risk environments.
The Throwphone Bundle will also provide the Sheriff's Office with enhanced communication tools during crisis negotiations by allowing negotiators to establish secure communications with barricaded suspects or hostage takers while maintaining tactical oversight.
