Financial Impact:
The funding for the purchase of two vehicles for the California PATH Justice Involved was approved on 1/8/2026.This funding comes from the Justice Involved initiatives for Pre-release Behavioral Health Services from the Department of Health Care Services. The grant funds must be expended by 6/30/26. There is no impact to the General Fund.
Background Information:
The California Department of Health Care Services (DHCS) approved funding $839,484 to Tehama County to support implementation of pre-release services, coordination of care, and to build infrastructure. This funding can be used to support infrastructure, such as vehicles. The Board of Supervisors approved this funding on 12/30/2025 (Misc. Agree. #2025-372). The funding must be spent by 6/30/26. As such, the Health Services Agency went out for bid for the purchase of two vehicles to be used in the PATH Justice Involved Program.
On 1/27/2026 the Purchasing Department advertised for bid, two (2) new 4-wheel drive full-size SUVs. At bid opening on 2/10/2026 the Purchasing Department received six bids. The lowest responsive bid was from an out of County vendor. The County’s Local Vendor Preference Ordinance provided Red Bluff Dodge with the opportunity to match or beat the bid as they were within 5 percent of the low out of County bid. Red Bluff Dodge submitted a new bid, lower than that of the out of County low bid, thus meeting the Local Vendor Preference Ordinance requirements.
