a) AGREEMENT - Request approval and authorization for the Tehama County Fire Finance Representative to sign the Assistance By Hire Agreement with CAL FIRE for rental of County Fire equipment for use within the CAL FIRE protection area and coverage behind State engine commitments, reflecting updated rates, effective 7/1/26 through 6/30/27, and further replacing Agreement 2026-151
body
Financial Impact:
Positive revenues are generated from equipment rentals, account 2042-461060.
Background Information:
Tehama County Fire Department is requesting Agreement 2026-151 be replaced with a new Agreement. Agreement 2026-151 was approved by the BOS on 6/16/2026 establishing rates for 7/1/2026 through 6/30/2027. Agreement 2026-151 reflected significant rate decreases from the prior year.
Cal OES, California Fire Assistance Agreement Committee (CFAA), and FEMA were working on California specific emergency apparatus rates that more closely reflect the actual costs of operating emergency fire apparatus in California. The updated rates have been released, effective 7/1/2026.
Funds received from the rental of County Fire equipment are used to purchase replacement fire equipment and/or offset revenue shortfalls. If an engine is used more than 2 hours on a State Responsibility incident the County is reimbursed per hour from the start of the fire. Also, if the CAL FIRE Unit's resources are low due to fire activity, County engines will be utilized to cover the State's stations and camps. Laurianne Griffin will be signing as the Vendor or Authorized Agent. Monty Smith will be signing on behalf of CAL FIRE.
