Requested Action(s)
recommendation
a) Request approval and authorization for the Personnel Director to sign the Memorandum of Understanding (MOU) between Public Risk Innovation, Solutions, and Management (PRISM) Health Program and the County of Tehama, effective 8/18/26
body
Financial Impact:
There is no financial impact associated with this action.
Background Information:
In 2003, the County of Tehama entered into a MOU with the PRISM Health Program. The program was formed for the purpose of providing members with cost-effective health insurance coverage for eligible employees, their dependents, and retirees. Each member of the program maintains its own benefit coverage programs, while participating in a pooled premium cost sharing arrangement.
At its March 26, 2026, meeting the PRISM Health Committee approved amendments to the PRISM Health Program MOU. Distribution of the amended MOU was intentionally delayed until the recently adopted amendments to the PRISM Joint Powers Agreement (JPA) became effective on June 30, 2026, as the PRISM Health MOU references and operates in conjunction with the JPA.
The amended MOU updates the Program's governing document to reflect PRISM Health's current operations as an independently administered self-funded health program.
