Background Information:
Social Services has not been able to close as supported by the County either the day before Christmas, nor New Year's Eve as approved in the INTERNATIONAL UNION OF OPERATING ENGINEERS, STATIONARY ENGINEERS, LOCAL 39, AFL-CIO, AND SERVICE EMPLOYEES INTERNATIONAL UNION, LOCAL 1292, AFL-CIO. Section 25.1 HOLIDAYS - The last workday before Christmas Day or the last workday before New Year's Day, as mutually agreed upon between the department head or designee and the employees. If no agreement is reached, the County will make the determination. As the County may make a decision in this situation, Social Services requests to split the day off into two half-days of closure to allow for access for customers while supporting staff morale.
Review of the past two years shows a significant down trend the weeks of Christmas and New Year's specifically the day prior to each holiday. On Christmas Eve, there were 14 phone calls when our daily average is over 40. Based on these trends it is believed that with adequate notice to the community and partners the proposed closure would have minimal impact on the community. Services would resume in full the day following the holidays and would allow for all required timelines within regulations to continue to be met for emergency services.
If the requested resolution is approved staff would not be required to take the time off but would be approved if requested.
