Background Information:

On September 15, 2026, at the Tehama County Board of Supervisors meeting, Supervisor Walker stated CSAC invited flood management stakeholders and partner agencies to join a statewide sign-on letter requesting a new executive order to provide emergency authority for flood-control preparation in advance of the 2026-27 winter season. The request states that anticipated El Niño conditions and potential atmospheric river events may require local agencies to complete flood-preparation projects more quickly than existing regulatory processes allow. Approval of this item would add Tehama County to the organizations supporting the statewide request.
