a) RESOLUTION - Request adoption of a resolution amending Reso #2025-074, the FY 25/26 Position Allocation List (PAL), by deleting 1.00 FTE Victim Witness Advocate I/II (Limited Term) allocation and adding 2.50 FTE Victim Witness Advocate I/II allocations in Budget Unit 2011 and by increasing the Victim Witness Coordinator allocation from 0.10 FTE to .50 FTE in Budget Unit 20114, effective 12/30/25

Financial Impact:

Costs will be fully funded by the Victim Witness Grant and the Human Trafficking Grant. There is no impact to the General Fund. 

 

Background Information:

The Victim Witness Division receives ongoing funding from the Victim Witness Grant, which is capable of fully funding one (1.00 FTE) Victim Witness Coordinator and three (3.00 FTE) Victim Witness Advocate I/IIs. The Division currently rotates the four (4) incumbents through Budget Units 2011 (Victim Witness), 20112 (UVA), and 20114 (Human Trafficking) as funding allows. Because Budget Unit 2011 receives ongoing funding, the Division requests to allocate the full 4.00 FTE to this unit. This would allow the Division to rotate employees into these allocations in the event the other grants are no longer available. To accomplish this, the Division requests to amend the Position Allocation List (PAL) in Budget Unit 2011 as follows:

 

                     Delete 1.00 FTE Victim Witness Advocate I/II (Limited Term) allocation with a current sunset date of 10/1/26.

                     Add 2.50 FTE Victim Witness Advocate I/II allocations for a total of 3.00 FTE allocations.

 

Additionally, to meet CalOES grant requirements, the Division requests to amend the PAL in Budget Unit 20114 as follows:

 

                     Increase Victim Witness Coordinator from 0.10 FTE to 0.50 FTE.

 

The Joint Council Bargaining Unit and the Tehama County Management Employees’ Association have been notified of the requested action and are in agreement.
