Financial Impact:
Funding for this program is from the 2022 Permanent Local Housing Allocation (PLHA) dollars which allowed 5% to be allocated for administrative costs and Homeless Housing Assistance and Prevention (HHAP) grant dollars. Budget Unit is 40131 for Mental Health. There is no impact to the General Fund.
Background Information:
This is a renewal Agreement with Housing Tools to continue assisting Tehama County Health Services Agency (TCHSA) in consulting services centered around Permanent Housing Allocation (PLHA) and Homeless Housing Assistance and Prevention (HHAP) programs. These programs were established by the State of California to provide grant allocations to address homelessness and/or affordable housing needs in the State. Housing Tools’ services include taking the lead in submitting necessary applications, monitoring, preparing and maintaining the tracking system for formula funds for the County and Cities, supporting documentation, coordination between the County, Cities and Continuum of Care, preparing materials, project management, and general technical assistance.
