a) AGREEMENT - Request approval and authorization for the Chair and the Social Services Director to sign the Memorandum of Understanding with the Tehama County Department of Education, Foster Youth Services Program for the purpose of coordinating Education Support for Dependent Youth in the amount of $249,018.75 effective 7/1/25 and shall terminate 6/30/26 (Subject to receipt of required insurance documentation)

Financial Impact:

Social Services will be reimbursed 100% with federal funds. The Department of Education is responsible for the non-federal match funds, so there is no cost to Social Services. Social Services’ claiming process is the channel for Department of Education to receive the funding.

 

Background Information:

This is a renewal agreement. The Department has provided these services since 2020. Education Code Section 42921 provides instruction for Department of Education to operate an education-based foster youth services program to provide educational and support services for foster children. Services include referring foster youth to tutoring services, mentoring, counseling, transitioning, and emancipation services; facilitating communication between the foster care provider and the teacher and other school staff and referring caregivers to special education programs when appropriate.

 

Social Services partners with the Department of Education to minimize disruption of the education of foster youth and works to achieve identified goals and outcomes. The agencies work together to implement processes for sharing/mutual exchange of information.
