Financial Impact:

The Construction of the project was funded by a combination of Federal and State funds comprised of CMAQ, DEMO, SHOPP, STIP, HIP and RSTP.  This project contract was budgeted from the Road Fund - Professional and Special Services #3015-53230.

 

Background Information:

The project included roadway and traffic control improvements on Highway 99W within the Red Bluff City limits and in unincorporated areas in Tehama County.  Improvements within the city limits include rehabilitating and widening a ±0.95-mile section of South Main Street between the southern city limits and the Interstate 5 (I-5) interchange, modifying the traffic signal at Sister Mary Columba Drive, enhancing bicycle and pedestrian facilities, improving the northbound I-5 interchange ramps, and installing a roundabout at the I-5/South Main Street interchange.  Improvements in the unincorporated area of the County included the repair of structural roadway deficiencies along a segment of Highway 99W from Oat Creek to ±3.07-mile north of Oat Creek.  Work was completed on October 13, 2025.

 

The contract was awarded to S.T. Rhoades Construction Inc. in the amount of $14,499,406.50. A contingency of $2,213,743.50 was budgeted. Twenty-six change orders in the amount of $1,426,731.35 were issued, for a total project cost of $15,926,137.85.
