a) AGREEMENT - Request approval and authorization for the Executive Director to sign the Amendment #1 to the Misc. Agreement #2023-242 with Housing Tools for the purpose of assisting with the Permanent Local Housing Allocation (PLHA) grant administration for Tehama County and the Cities of Red Bluff and Tehama, thereby amending the Scope of Work in Exhibit B, with a maximum compensation not to exceed $126,200, effective 7/1/23 through 6/30/26 (subject to receipt of required insurance documentation)

Financial Impact:
Funding for this program is from the 2022 Permanent Local Housing Allocation (PLHA) dollars which allowed 5% to be allocated for administrative costs and Homeless Housing Assistance and Prevention (HHAP) grant dollars. The total cost is being increased by $12,790. There is no impact to the General Fund.

Background Information:
The Permanent Housing Allocation (PLHA) program was established by the State of California through the Building Homes and Jobs Act (SB2) of 2017. PLHA is a broad, ongoing affordable housing program funded by fees collected from real estate transaction recordings. On 11/8/22, the Board of Supervisors approved the Tehama County Health Services Agency (TCHSA) to move forward with application and further authorized signing associated documents for acceptance of the allocations for Tehama County and the Cities of Red Bluff and Tehama. Housing Tools has been assisting the Department in completing the Plan and Application forms and accompanying materials in relation to PLHA.

This amendment expands their scope of work, as outlined in Exhibit B, to assist in consulting services centered around PLHA and Homeless Housing Assistance and Prevention (HHAP) programs.
