Financial Impact:
Budget impact is anticipated for the FY 2026/2027. There is no anticipated impact to the current FY 2025/2026. The maximum not-to-exceed amount for the services of this MOU is $75,487.91.


Background Information:
The proposed Memorandum of Understanding (MOU) with the Golden State Finance Authority (GSFA) would allow the County to participate in a regional jail medical program and receive cost reimbursement for its participation. Counties across California are facing increasing challenges in providing legally required jail medical care due to rising contract costs, staffing shortages, regulatory requirements, and growing litigation risks. These pressures are particularly significant for rural and mid-sized counties with limited workforce availability and fewer service providers.
To address these shared challenges, the Rural County Representatives of California (RCRC), in partnership with PRISM, convened regional task forces in 2025 to explore long-term strategies for improving jail medical care delivery, including potential regional collaboration. GSFA subsequently issued a Request for Proposals to select consultants to conduct a feasibility study evaluating alternative models for jail medical service delivery across five regions representing 26 counties.
