Financial Impact:
There is no increased financial impact associated with this action. The salary and benefits have already been budgeted for Fiscal Year 25/26.

Background Information:
The former District 3 Supervisor resigned effective October 28, 2025.

In 2014, following a vacancy that was required to be filled by the Governor, Tehama County voters approved an amendment to the County Charter that allowed for local control of the appointment. Under Article II, Section 7 of the Charter, whenever a vacancy occurs, the remaining members of the Board may fill the vacancy within 90 days after the vacancy occurs. If the Board fails to make an appointment within this time period, the appointment power reverts to the Governor. The appointee, regardless of whether by Board or by the Governor, would hold office for the remainder of the current term. The next election for this seat is scheduled for June 2, 2026 (filing deadline March 6, 2026), with a run-off election in November, if necessary.

This public interview will be moderated by Red Bluff-Tehama County Chamber of Commerce CEO Dave Gowan. The moderator will review all submitted questions and compile a list of questions to be asked, removing any duplicates and keeping time constraints in mind at his discretion. Each candidate will be given 2 minutes for an opening statement prior to answering questions submitted by the public, with 3 minutes allocated to answer each question.
