a) AGREEMENT - Request approval and authorization for the Chairman to sign the agreement with Health Management Associates, Inc., to provide consulting and technical assistance related to PATH Round 3 funding and CalAIM implementation for both correctional facilities, the Jail and Juvenile Detention Facility, set forth in Exhibit "B" with maximum compensation not to exceed $975,000, effective 6/1/24 and shall terminate 9/30/26 (Subject to receipt of insurance documentation)

Financial Impact:
The Sheriff's Office and Probation Department will utilize funds available from the PATH Round 3 grant to compensate Health Management Associates, Inc. There is no impact to the General Fund.
Background Information:
On January 26, 2023, the California Department of Health Care Services (DHCS) received approval under its California Advancing and Innovating Medi-Cal (CalAIM) 1115 Demonstration for PATH capacity building funds to support the Justice-Involved Reentry Initiative. Under the CalAIM 1115 Demonstration, DHCS received approval to disseminate up to $410 million in capacity building funds to support the planning and implementation of pre-release and reentry services in the 90 days prior to an individual's release from incarceration into the community.
The Sheriff's Office has been awarded a total of $3,500,000 and the Probation Department has been awarded a total of $1,500,000 in PATH grant funds in Round 3 to be used for software, planning, and implementation of 90-day pre-release and reentry services at the Tehama County Jail and Juvenile Detention Facility as mandated by DHCS through CalAIM.
