Financial Impact:
This grant agreement will allocate funding for the District to provide financial support for the implementation of eligible reduced-emission technologies, in alignment with the FARMER grant program.

Background Information:
The Funding Agricultural Replacement Measures for Emission Reductions (FARMER) Program provides grant funding to California air districts to implement agricultural vehicle and equipment replacement and repower projects. CARB periodically updates the FARMER Program Guidelines; the current statewide guidelines were approved by the CARB Board on October 24, 2024.
FARMER projects are intended to reduce emissions from the agricultural sector, including criteria pollutants, toxic air contaminants, and greenhouse gas (GHG) emissions, consistent with the program's scope and eligible project categories. Eligible project types include agricultural off-road vehicles and equipment (e.g., harvesting equipment, tractors, pump engines, and other diesel equipment used in agricultural operations) and heavy-duty on-road vehicle replacement projects used in agricultural operations.
CARB issues annual solicitation materials describing the application requirements and tentative allocations by district, based on the allocation formula in the FARMER Program Guidelines.
The District has participated in the FARMER program since 2018. FARMER was not originally funded in the state's Budget Act of 2024 and was later added through AB 157 (Budget Bill Junior), which allocated $2 million to the program. As a result, the Tehama Co...
