Financial Impact:

Funding is comprised of $7,605 in Fund 496, which is derived from a fee placed on marriage licenses pursuant to Welfare & Institutions Code section 18305 and Government Code section 26840.7-8; and $9,588 from Fund 461, which is two-thirds of the monies deposited pursuant to Penal Code section 1203.097 for court assessed fines for crimes of domestic violence. Funds have been included in the FY 2025-26 budget submissions. There is no fiscal impact on the General Fund.

 

Background Information:

A Request for Qualifications to provide domestic violence shelter-based services has been released annually for the past 18 years. This year it was released on June 17, 2025, and Empower Tehama was the only agency to respond. Empower Tehama is currently the only organization in Tehama County providing the services as defined by the Code. Without Board approval, available domestic violence funding would not be allocated at this time.  The County may carry over partial funding, although some funds must be disbursed on a yearly or more frequent basis.  These resources may only be used to provide domestic violence shelter-based services.
