Background Information:
Earlier this year, a request was made at a Tehama County Board of Supervisors meeting during Board Matters regarding installation of cameras along Plymire Road for the purpose of untarped load enforcement. Such enforcement would be a joint effort between the Tehama County Solid Waste Management Agency, landfill operations contractors, and local law enforcement agencies, whereby the Agency or landfill operations staff would monitor the cameras for non-compliant vehicles on certain landfill access roads and refer said vehicles to law enforcement for investigation and potential enforcement. This potential project would require access to Tehama County and PG&E property for the Agency to place Agency-owned equipment for surveillance.

After discussion by the Tehama County Board of Supervisors, County staff reached out to the Agency regarding a potential project, and the Agency's intent and resources for the project, which requires direction from the Agency Board of Directors prior to Agency staff proceeding.

When evaluating the overall benefit of placing cameras on Plymire Road, staff:

* Consulted with Agency counsel regarding surveilling traffic along landfill access roads
* Considered overall cost vs. public benefit, including associated staff time to review camera footage. In 2023, a total of 456 loads were assessed the untarped load fee, equating to less than 1% of all loads arriving at the landfill. The total associated revenue of the untarped loads was $4,560, which is less than the total cost of four cameras that were installed at the Agency's office several years ago.
