end

Requested Action(s)

recommendation

a) AGREEMENT - Request approval and authorization for the Air Pollution Control Officer to sign Amendment No. 1 to Misc. Agreement 2020-331, FARMER Incentive Program, dated November 10, 2020 with Merkley Ranch thereby extending the termination of the agreement to seven years and decreasing the minimum yearly usage from 400 to 89 hrs/yr

body

Financial Impact:

FARMER funding and associated agreements are budgeted annually by the District.

Background Information:

The Tehama County Air Pollution Control District (District) administers multiple programs designed to reduce air pollution by incentivizing the purchase or retrofit of cleaner heavy-duty engines, including the Carl Moyer Low-Emission Equipment Incentive Program, the Funding Agricultural Replacement Measures for Emission Reductions (FARMER) program, and the local AB 923 program. This amendment would extend the termination of the agreement from five years to seven years and decrease the minimum yearly usage from 400 hrs/yr to 89 hrs/yr. This would decrease minimum total usage from 2000 hrs to 623 hrs.

These incentive programs help local equipment owners modernize their equipment while also improving air quality in Tehama County. The Agreement outlines requirements and timelines for project completion, reporting, and the continued operation of the new equipment to ensure the emissions reduction benefits are achieved and maintained.
