a) AGREEMENT - Approval and authorization for the Chair to sign the Agreement between the County of Tehama and Tehama County Opportunity Center, Inc., dba as North Valley Services, for the operation of a public benefit program and lease of the Corning Courthouse property to be used to carry out that program, with a Monthly Rental Sum of $3,371.55 effective 7/1/25 and shall terminate 6/30/26; and a Monthly Rental Sum of $3,472.70 effective 7/1/26 and shall terminate 6/30/27; and a Monthly Rental Sum of $3,576.88 effective 7/1/27 and shall terminate 6/30/28

Financial Impact:
The long-term lease to North Valley Services is a receivable to the General Fund.
Background Information:
On 10/20/15, the Board approved a ten-year lease agreement, with the right to purchase, with the Judicial Council of California for the lease of the old Corning Courthouse located at 720 Hoag Street in Corning. At that time, a sublease agreement was approved with Tehama County Opportunity Center, Inc. dba North Valley Services. North Valley Services is a long-term tenant for this building, and it is our belief that North Valley Services provides an important and valuable service to the community. This renewal agreement provides for North Valley Services to remain in the building with a 1% increase in the first year and a 3% increase in the second and third year to the rental amount. If this agreement is not approved, the building will be vacant with no rental income until the County can find a suitable replacement tenant. Additionally, the County will need to assume the responsibility of all maintenance and repairs as well as payment of any utilities required for the upkeep of the building and property.
