Background Information:
The Carl Moyer Memorial Air Quality Standards Attainment Program ("Carl Moyer Program") is a state-funded grant program administered by the California Air Resources Board (CARB) in partnership with local air districts to reduce air pollution by funding cleaner-than-required engines, vehicles, and equipment. Each year, CARB designates a portion of Carl Moyer funds as "State Reserve" funds for special project categories. For Year 26 (FY 2023-24), CARB is directing State Reserve funding toward zero-emission projects, this focus on zero-emission projects aligns with the Program's goals of achieving surplus emission reductions beyond regulatory requirements.
Under this Year 26 State Reserve solicitation, staff is proposing an agreement with Cottonwood Investment Group, LLC in the amount of $162,020. This funding will support the installation of publicly accessible electric vehicle charging stations for light- and medium-duty electric vehicles. The charging stations will expand publicly available EV infrastructure in the region and encourage the adoption of cleaner transportation.
