a) PUBLIC INTEREST FINDING - Request approval and authorization for the Director to sign the Public Interest Finding (PIF) to procure consultant services to determine rehabilitation and replace costs of the Flournoy Road Bridge at Burch Creek. FEMA requires Board of Supervisors approval/authorization of the PIF. Timely provision of these services is requested by FEMA and is needed to meet FEMA’s request for costs to determine eligibility for reimbursement
b) ROAD AGREEMENT- Request approval and authorization for the Director to sign the agreement with Consor North America, Inc. at the rates set forth in Exhibit “B” with maximum compensation not to exceed $28,000 to perform a feasibility study of the existing Flournoy Avenue bridge (Bridge No. 08C0310) to determine the rehabilitation and replacement costs, effective 10/22/24 and shall terminate 10/21/25 (subject to receipt of required insurance documentation)

Financial Impact:
The project is projected to cost $28,000. Budget Unit 3011, Account 53230, has adequate funds to absorb this initial expense. The project will be submitted to FEMA (project DR-4683) for an anticipated 93.75% reimbursement. There will be no impact to the General Fund.
Background Information:
During the severe winter conditions of 2023, the flow of debris and stormwater in Burch Creek resulted in the collapse of the Flournoy Avenue bridge (Bridge No. 08C0310). The collapsed structure has been removed by Public Works and assessment is now needed as to the cost of repairs vs. replacement, to determine FEMA’s level of reimbursement.
