Financial Impact:
This security service agreement will be paid from previously allocated Local Assistance and Tribal Consistency Fund (LATCF) for essential County Information Systems security improvements. In November 2024 the Board provided consensus to allocate LATCF funds to essential County IT projects. On March 18, 25 the board approved to transfer funds from LATCF (1073-4507205), to Contingency (1109-59000), $56,153; and From Contingency (1109-59000) to Professional Services (1073-53170), $56,153.
Background Information:
The County Information Systems Department is implementing a Privileged Access Management (PAM) and credential management solution. The selected software, Keeper Security, will provide centralized, secure, and compliant management of passwords and credentials across departments and provide coverage for up to 500 accounts. This initiative is a proactive cybersecurity measure to reduce reliance on insecure storage methods and protect against credential-based threats, including unauthorized access and data breaches. By deploying Keeper, County staff will gain access to a platform that enforces strong password practices, supports multi-factor authentication (MFA), monitors for compromised credentials on the dark web, and provides auditing and reporting capabilities. The system will ensure that sensitive information remains protected, and that user access is managed with accountability and transparency.
