b) AGREEMENT - Request authorization to submit the In-Home Supportive Services Public Authority/Non-Profit Consortium Rate package, which notifies the California Department of Social Services of the wage increase for In-Home Supportive Services providers from $17.00 to $17.50 per hour due to the Minimum Wage increase, plus estimated payroll taxes, and increases to the Public Authority administrative rate from $.24 to $.28 per hour, with the effective date of 1/1/25

Financial Impact:
The January 1, 2025, State Minimum Wage increase will change the base wages of In-Home Supportive Service (IHSS) providers from $16.00 per hour to $16.50 per hour. The locally negotiated wage supplement, currently $1.00, is in addition to the minimum wage, so IHSS providers will be paid $17.50 per hour beginning January 2025.

The County share of the provider wages is funded by Social Services' Health & Welfare Realignment revenue towards the IHSS MOE. The revenue received in this fund varies from year to year. It is subject to the economy, as it is comprised of state sales tax and vehicle license fees. For FY 2024-25 the expense for the IHSS MOE from the Realignment revenue account is estimated to be $2,774,880. The cost of minimum wage increase is included in the annual 4% inflation factor added to the IHSS MOE.

In addition to the hourly rate and associated payroll tax increase, an increase is requested for the administration of the Public Authority from $.24 to $.28 per hour. This portion of the rate change package increase is funded by a State General Fund Allocation and Federal funding.
