Financial Impact:

The District has been awarded $139,940 in funding to enhance air quality data collection and to support staffing expenses. A portion of the revenue was anticipated in the FY 2024-25 budget; there is no impact to the General Fund.

 

Background Information:

The U.S. Environmental Protection Agency (EPA) has announced the availability of federal funding through a pass-through, noncompetitive direct grant under the Inflation Reduction Act (IRA) Sections 60105(a) and 60105(b). This funding provides critical resources to support the sustainability of national air quality monitoring networks.

 

Specifically, it aims to support the establishment of new ambient monitoring sites and the maintenance, operation, or upgrading of existing monitoring networks. The statutory authority for this program utilizes Section 103 of the Clean Air Act (CAA), which does not require matching funds. The funds will be awarded as stand-alone grants and cannot be combined with other grants. For Fiscal Year 2024 (FY24), the EPA is providing between $100,000 and $300,000 to support the operation of our monitoring program. The District has been awarded $139,940 to support our monitoring network.

 

The District will continue to operate the monitors under the terms of the Memorandum of Agreement signed in 1998. To access the funding allocated to our agency, we are required to request it from Tung Le at the California Air Pollution Control Officers Association (CAPCOA). It is recommended that we request the entire amount at one time to assist in the management of the funds.
