Background Information:
In November 2004, voters in the State of California passed Proposition 63, the Mental Health Services Act (MHSA), which was designed to expand and transform California's County Mental Health Services System. The MHSA is funded by imposing an additional one percent tax on an individual's taxable income in excess of one million dollars.
MHSA guidelines require that the report have a 30-day public review period followed by a public hearing.
