c) RESOLUTION – Request adoption of a Resolution amending the FY 26/27 Position Allocation List (PAL) and the Master Salary Schedule, by amending the salary range for the Social Services Director from Salary Range 66 to Salary Range 72, effective 12/15/26

Financial Impact:
An adjustment of six (6) salary ranges is approximately fifteen percent (15%), resulting and an approximate annual increase of $28,071. There is no impact to the General Fund.
Background Information:
The Board of Supervisors has directed the Personnel Office to revise the Social Services Director’s classification specification to reflect the consolidation of the Public Guardian / Public Administrator within the Department of Social Services.
The essential functions of the Social Services Director will now include oversight of conservatees and / or their estates, including providing case management services, establishing and maintaining budgets, receiving and disbursing funds, and monitoring and revising treatment plans, as well as ensuring proper level of care, needs, and obligations of conservatees through visits.
Additionally, the requested actions seek approval to amend the Employment Agreement with Rebecca Emery (Misc. Agree. #2024-232) for the position of Social Services Director by adjusting the annual salary from Salary Range 66 to Salary Range 72, effective 12/15/26.
