a) AGREEMENT - Request approval and authorization for Air Pollution Control Officer to sign an Amendment to the Carl Moyer Low-Emission Equipment Incentive Program with Mark Ashcraft (Misc. Agree #2019 - 047), thereby extending the agreement termination date from five (5) years to seven (7) years and to decrease the pay back factor from $9.47 to $6.76

Financial Impact:
Carl Moyer funding and associated agreements are budgeted annually by the District.
Background Information:
The Carl Moyer Memorial Air Quality Standards Attainment Program (Carl Moyer Program) and Local AB 923 incentive programs have been highly successful for many years in reducing air pollution in Tehama County. The agreement with Mark Ashcraft will help replace a 1973 47hp tier 0/uncontrolled Ford, 3400 diesel tractor with a 2018 52hp, Kubota, MX5200HST farm tractor.
