Financial Impact:
There is no financial impact on the FY 2025/26 General Fund. The funds are being transferred from the AB443 funds and will be reimbursed through the Homeland Security Grant.

Background Information:
Flock Safety is a U.S.-based provider of advanced security technology solutions, including license plate recognition (LPR), video surveillance, and gunshot detection systems. Its camera platforms are designed to capture and analyze license plates, catalog key vehicle attributes (such as make, model, and color), and retain searchable data that can be used to support criminal investigations and enhance overall public safety.

The deployment of Flock Safety cameras throughout Tehama County has significantly strengthened real-time crime detection and response capabilities, while helping to address existing infrastructure gaps in rural and underserved areas. The system supports improved interagency communication and coordination by enabling authorized law enforcement partners to securely share and access data across jurisdictions. This capability allows for the rapid identification and location of stolen vehicles, suspects, and persons of interest, reducing response times and increasing the likelihood of successful outcomes.

In addition, the system enhances proactive public safety efforts by enabling timely alerts when vehicles associated with criminal activity or potential threats are detected within the area. This supports informed decision-making in the field and facilitates faster, more coordinated responses to emerging incidents.
