Requested Action(s)

recommendation

a) AGREEMENT - Request approval and authorization for the Executive Director to sign the Center for Infectious Diseases General (CIDG) Data Use & Disclosure Agreement (DUDA) with the California Department of Public Health (CDPH), for cross-jurisdictional data sharing for infectious disease investigation & contact tracing among participating local health jurisdiction’s (LHJ’s), effective for three (3) years after the latest signature date

body

Financial Impact:

There is no financial impact to the department.

Background Information:

CDPH has multiple databases that are used to support disease surveillance efforts in California. However, the ability to share tracing data across jurisdictions is restricted and limits public health activities. The CIDG DUDA provides guidance to state and local public health staff regarding how data from CDPH databases can be shared across jurisdictions, in an authorized and secure manner.

If executed, TCHSA will be able to access disease specific data from across all participating counties and from multiple CDPH databases like CalCONNECT, California Immunization Registry (CAIR), the California Reportable Disease Information Exchange (CalREDIE), Integrated infectious Disease Data (I2D2) Warehouse, and My Turn Vaccine Management System.

If this agreement isn’t approved, TCHSA will lose the opportunity to increase efficiency in communicable disease investigations & tracing by participating in the shared jurisdiction grouping offered by CIDG.
