Financial Impact:
The total salary, benefits, and roll-up costs for the first year of the new Employment Agreement is approximately $176,319.
Background Information:
Ms. Meyer was hired as the County Librarian in 2023. Ms. Meyer's Employment Agreement is set to expire July 16, 2026. The proposed Employment Agreement is a three-year term with an expiration date of July 16, 2029.
The proposed Employment Agreement places Ms. Meyer at Step D of the approved salary range for the County Librarian classification in year one (1) and Step E in year two (2). Benefits contained in the Employment Agreement reflect the standard benefits provided in department head contracts which include a cell phone allowance of $60 per month (with the option to elect a County-issued cell phone in lieu of a cell phone allowance), 240 hours of Personal Time Off (PTO) per year, 40 hours of Management Time Off per fiscal year, one (1) personal holiday per fiscal year, Parental Leave, Bereavement Leave and participation in the County sponsored Deferred Compensation plan with a $100 matching contribution by the County.
In addition, the proposed agreement clarifies Ms. Meyer is considered a local miscellaneous member of the California Public Employees' Retirement System (CalPERS), and a "New" employee as defined in the California Public Employees' Pension Reform Act of 2013 and stipulates Ms. Meyer shall participate in the CalPERS 2% at 62 defined benefit program. Ms. Meyer will be required to pay the employee member contribution equal to eight percent (8%) of her compensation up to the maximum limit established by CalPERS.
