There is no financial impact from this presentation. Staff are seeking Board direction on funding options that will impact the County budget, if approved.
Background Information:
In September 2025, Tehama County Public Works was forced to close the bridge at Newville Road and Kendrick Creek after findings of deficiency by a Caltrans inspection. This bridge suffered damage in early February 2025 during flood events, in which the Tehama County Board of Supervisors declared a local emergency. Repairs were done at the time; however the extent of the damage was not known until Caltrans performed an inspection. Significant erosion has left the bridge abutment in an unstable condition and at risk of failure. State emergency assistance for the damages has been denied at this time. This road closure has caused significant detours for residents and public services in the area, causing significant public concern. Due to the bridge's current condition and age, staff has submitted the bridge to Caltrans for a planned replacement project, but that process will take years before construction can begin. Staff will present options to the Board for a safe temporary reopening of the bridge, along with a summary of funding needs in order to complete the work. Board direction is being sought on a path forward, after which further items are expected to be agendized for Board approval.
