Financial Impact:
No impact from this presentation. Board input will direct possible expenditures, and the potential expenditure of the Emergency/Disaster Reserve will eliminate availability of these funds for potential future emergencies.
Background Information:
At the time of Adopted Budget for Fiscal Year 2024/25, a reserve fund was created for “Emergency/Disaster” in part due to the actively-burning Park Fire in Tehama County. Such a fund for emergency response has not existed according to recent memory. This reserve was to enable expenditures necessary for emergency response and protective measures during the active emergency, and potential future emergencies. It was created using one-time funding of Fund Balance Carryover from the prior year. In the current financial state, it is not known if or when the County would be able to replenish funds in the reserve in order to be prepared for potential future emergencies. Part of this fund has been utilized, with Board approval, for Park-Fire related expenses, and direction is being sought for remaining needs as staff pursues options for long-term recovery and state disaster reimbursement funding.
In a broader picture, the Board will be presented with a discussion of other upcoming anticipated General Fund projects, in order to prioritize these limited funds.
