Financial Impact:

Electronic payment services will be provided to the County at no cost, with the exception of return payment fees. This agreement has an amount not to exceed of $5,000 annually. Return payment fees will be charged to the departments where a payment was returned.

 

Background Information:

Government Code Section 6159 permits a county to authorize the acceptance of a credit card, debit card, or electronic funds transfer for payment of fees, charges, and taxes due to, or services rendered by the county if approved by the board of supervisors for the county.

 

Resolution No. 2022-29 authorized the county to accept credit card, debit card, or electronic fund transfers. The Resolution further requires all electronic payment agreements to be reviewed by the Treasurer/Tax Collector and Office of the County Counsel.

 

The Treasurer/Tax Collector has the largest volume of electronic payment transactions in both number and value in the County. For this reason, the Treasurer/Tax Collector has negotiated an agreement with Invoice Cloud to provide electronic payment services for the property tax division. The agreement is structured to allow all other County departments that desire to take electronic payments to add onto the contract, at no cost, except for return payment fees. The Treasurer/Tax Collector will assist departments through the process of adding electronic payments.
