Financial Impact:

The funds are budgeted for FY 26/27 in Professional Services accounts (53230), for the Planning Department (2077).

 

Background Information:

Tehama County is preparing a legislative update to the 2009 General Plan. The General Plan is being updated to respond to new State laws, changing conditions, and emerging issues and opportunities, most components of the plan remain adequate for the County’s needs, with only minor updates required to ensure its effectiveness and relevance over the next decade. State law requires that the General Plan contains seven elements: land use, circulation, housing, open space, noise, safety, conservation.  As of 2018, California now requires cities and counties with disadvantaged communities to include Environmental Justice (EJ) in their General Plan. This is mandated by Senate Bill (SB) 1000. Jurisdictions can create a separate EJ Element or spread EJ policies through their existing plan. Tehama County will be incorporating policies throughout its general plan. The County’s General Plan includes goals, policies, and actions that set the long-term plan for potential future development in unincorporated Tehama County. The proposed project builds off the current General Plan to provide a framework for land use, transportation, and conservation decisions, and direct future growth within unincorporated Tehama County through the year 2059.
