Financial Impact:
Social Services will pay Department of Education for the services provided, and Social Services will be reimbursed 100% with federal funds. The Department of Education is responsible for the non-federal match funds, so there is no cost to Social Services. Social Services’ claiming process is the channel for Department of Education to receive the funding. There is no cost to the General Fund.
Background Information:
This is a contract renewal. Education Code Section 42921 provides instruction for Department of Education to operate an education-based foster youth services program to provide educational and support services for foster children. Services include referring foster youth to tutoring services, mentoring, counseling, transitioning, and emancipation services; facilitating communication between the foster care provider and the teacher and other school staff and referring caregivers to special education programs when appropriate. Social Services and the Department of Education work together to minimize disruption of the education of foster youth and to achieve identified goals and outcomes. The agencies also work together to implement processes for mutual exchange of information.
