Background Information:
The purpose of this item is to seek Board approval for the Privacy Policy and Terms of Service associated with the District’s 10-Digit Long Code (10DLC) messaging campaign. Registration under the 10DLC system is required by U.S. and Canadian mobile carriers in order to enable business-to-consumer text messaging. To comply with 10DLC requirements, specific policies must be adopted to ensure transparency around privacy, consent, and opt-in procedures.
1. Privacy Policy:
The Privacy Policy explains how personal data will be collected, used, stored, and shared as part of the messaging program. Adoption of this policy ensures the District complies with applicable privacy laws, including the California Consumer Privacy Act (CCPA).
2. Terms of Service (TOS):
The Terms of Service inform users of the conditions for participating in the messaging campaign. This includes message frequency, possible carrier-imposed charges, and required opt-out instructions (e.g., replying “STOP” to end messages or “HELP” for assistance).
The 10DLC campaign will support the District’s communication strategy by allowing rapid, direct outreach to individuals who elect to participate. Potential uses include notifying the public of burn day status, issuing alerts during air quality events such as wildfires, and providing updates on permit applications and other District programs.
Approval of the Privacy Policy and Terms of Service will allow the District to finalize registration and begin offering this service to the community.
